Looking for her family

Last september, I found this small cat in a French resort. She seemed abandoned and stayed with us. 

I wasn't able to leave her. She has no chip but has a tattoo. But, this one is completely illegible. 

I tried to find her family in France but hadn't thought about looking for it in other countries. 

As numerous foreign tourists come in this center, she could have been lost by one of them. 
According to the vet, she is 4 years old. Her peculiarity is that she has a short tail. 

I don't know if it is natural or due to an accident.
